“Taxpayer 3” System receives a top international award
RA State Revenue Committee by the initiative of the Union of Information Technology Enterprises (UITE), along with several IT companies participated in the “Cyber Security, Information and Telecommunication Technologies 2011” Annual International Awards, which was recently held in Georgia. This event aims to stimulate cooperation and innovation development between state-run and private sectors of the participating countries.

11 major public sector projects were introduced in "The most applicable electronic service provided by state agency" category, including electronic identification cards, e-health, customs and other automated systems. In the same category were the system of electronic invoice issuance and the system of electronic report submission of the State Revenue Service of Georgia. Among these projects, "Taxpayer-3" of RA State Revenue Committee was considered the best. "Taxpayer-3" is a system of control of information flows of tax administration, which gives an opportunity to transfer tax administration into automated electronic management field, to electronically receive the corresponding information from tax inspectorates and taxpayers, as a result minimizing direct communication between the SRC employees and the taxpayers. It allows assessing the risk via analytical tools and minimizing the quantity of inspections by SRC, making them more targeted. All this was highly appreciated by the award committee.

The head of SRC Information Department Mr. Mikayel Pashayan mentioned that due to “Taxpayer-3” the taxpayers in Armenia for the first time started to submit the reports and other documents defined by the law in electronic way. They started to issue electronic invoices and the tax body started to implement risk-based taxpayer selection sub-system, a simplified VAT amount offset sub-system, as well as a sub-system of electronic notifications and notices.  "Taxpayer-3" will continue to be improved and supplemented by new e-services", - assured Mr. Michael Pashayan.

It should be noted that this award was held for the fourth time. More than 10 delegations from Europe and CIS participated. This award proved once again that the electronic management system of the State Revenue Committee of Armenia and the information technologies deployed within the last three years, are the best in the region and Armenia continues to be the leader in this field.
